AGSA Eligibility Determination

  1. The newly created Santa Monica Basin Groundwater Sustainability Agency (SMBGSA) was formed under a Memorandum of Understanding (MOU) between the following member agencies: City of Santa Monica, City of Beverly Hills, City of Los Angeles Department of Water and Power (LADWP), City of Culver City, and the County of Los Angeles. The City of Santa Monica is the only entity currently pumping groundwater from the Santa Monica Basin. As such, the parties to the MOU have agreed to designate the City of Santa Monica as the lead agency and point of contact for the SMBGSA. The Cities of Santa Monica and Beverly Hills are municipalities providing water service to residents and businesses within their jurisdictions and both have land use responsibilities within their jurisdictions overlying the Santa Monica Basin. The City of Culver City is a municipality with land use responsibilities within its jurisdiction overlying the Santa Monica Basin. Culver City maintains and implements its City?s General Plan and Zoning Ordinance and prepares other specialized planning documents, including Specific Plans. The County of Los Angeles maintains land use responsibilities for unincorporated areas overlying the Santa Monica Basin. Through Los Angeles County?s Department of Regional Planning, the County performs all land use planning functions for the unincorporated areas of Los Angeles County, including long range planning, environmental review, and zoning enforcement. The Los Angeles Department of Water and Power is the water authority for the portion of the City of Los Angeles overlying the Santa Monica Basin. The City of Los Angeles is governed by charter, which designates LADWP as having management and control responsibility over City of Los Angeles? water assets. Collectively these agencies cover the entirety of the Santa Monica Basin (Coastal Plain of Los Angeles Groundwater Basin, Santa Monica Sub-basin, groundwater basin number 4-11.01).

A list of potential stakeholders was developed pursuant to the categories listed Water Code Section 10723.2; in addition, Non-Governmental Organizations throughout the basin expressed an interest in participating and were also notified of a public information meeting held on April 12, 2017. The purpose of the public information meeting was to provide a high-level overview of the Sustainable Groundwater Management Act (SGMA), discuss how SGMA requires the formation of a Groundwater Sustainability Agency (GSA) for the Santa Monica Basin, introduce the local public agencies participating in GSA, and begin the development and maintenance of an interested persons list pursuant to Water Code Section 10723.4. The stakeholder (interested persons) list will be maintained by the SMBGSA and will be updated as new persons or entities request to join.
