The Southern San Joaquin Municipal Utility District Groundwater Sustainability Agency (SSJMUD GSA) is being formed by the Southern San Joaquin Municipal Utility District (District). SSJMUD was formed in 1935 pursuant to the Municipal Utility District Act Division 6 of the Public Utility Code of the State of California. Its purpose is to obtain and provide a supply of water for lands located within the service area of approximately 67,000 acres, of which approximately 51,000 acres of agricultural lands that are served by the District. Suburban lands include the cities of Delano and McFarland, although the District does not serve these agencies. Water supply is from groundwater and imported surface water under contract with the United States Department of Interior, Bureau of Reclamation. SSJMUD qualifies as a local agency as defined by the Sustainable Groundwater Management Act (SGMA; Water Code Section 10721) and is therefore eligible to form a GSA (Water Code Section 10723).

After deciding to form a GSA, Southern San Joaquin Municipal Utility District (SSJMUD) prepared a GSA boundary map and found there were several parcels that did not have District/GSA coverage or had overlapping District coverage. It took a few months to work with the landowners to get agreements for GSA coverage. The Department was notified when the maps with updated GSA boundary was complete and confirmed there were no conflicts with neighboring agencies or the Kern Groundwater Authority. The time delay between SSJMUD?s decision to form a GSA and notification to the Department does not impact its intent or ability to undertake sustainable groundwater management, or its engagement with stakeholders.

To avoid overlap of the proposed boundaries, SSJMUD GSA coordinated map area boundaries with neighboring Water Districts/GSAs and the Kern Groundwater Authority.
