AGSA Eligibility Determination

  1. The Westside District Water Authority Groundwater Sustainability Agency is being formed by the Westside District Water Authority, a joint powers authority made up of the following local agencies: Belridge Water Storage District; Berrenda Mesa Water District; and Lost Hills Water District. Each of these local agencies has water supply and water management responsibilities within their respective boundaries. Because each of its members is a "local agency," as that term is defined by Water Code section 10721, subdivision (n), the Westside District Water Authority, as a combination of local agencies, is eligible to form a groundwater sustainability agency. (see Wat. Code, § 10723.)

The Westside District Water Authority Groundwater Sustainability Agency (WDWA GSA) acknowledges that the Department of Water Resources has recognized the Kern Groundwater Authority (KGA) as the GSA for those portions of the Kern County Groundwater Subbasin (Subbasin) that the WDWA GSA intends to manage; however, the WDWA GSA anticipates that the KGA will decide to withdraw from those portions of the Subbasin in short order.
