Sustainable Groundwater Management Act (SGMA) Portal

The Arvin Groundwater Sustainability Agency (Arvin GSA) is being formed by the Arvin-Edison Water Storage District (AEWSD). AEWSD is a water storage district formed under Water Code 39000 et seq. whose water supply and management responsibilities include surface water importation, banking (through spreading and recovery facilities), and agricultural water distribution and delivery to customers within its service area in the Kern County Subbasin (Subbasin), as well as in the White Wolf Subbasin. AEWSD also banks water for entities outside of its service area and outside of the Subbasin. By virtue of its conjunctive water supply management responsibilities, AEWSD qualifies as a local agency as defined by the Sustainable Groundwater Management Act (SGMA; Water Code Section 10721) and is therefore eligible to form a GSA (Water Code Section 10723).

The Arvin GSA area covers the portion of the Kern County Subbasin that is within the AEWSD service area, including the portions that overlap with portions of the Wheeler Ridge-Maricopa Water Storage District (WRMWSD) service area, the Arvin Community Services District (ACSD) service area, and the Tejon-Castac Water District (TCWD) service area, but not including the portion that overlaps with the East Niles Community Services District (ENCSD) service area.
