The four members of the multi-agency Eastside San Joaquin Groundwater Sustainability Agency include Calaveras County, Calaveras County Water District, Rock Creek Water District and Stanislaus County. The County of Calaveras has land use responsibility for the area of the subbasin proposed to be managed under this GSA within Calaveras County. Calaveras County Water District (CCWD) is a special district with a service jurisdiction that is contiguous with the boundary of Calaveras County. CCWD has the responsibility for groundwater management activities within the proposed area to be managed under this GSA within Calaveras County. CCWD?s responsibilities as a special district include the provision of public water service, water supply development and planning, wastewater treatment and disposal and recycling, and groundwater management. The County of Stanislaus has land use responsibility for the area of the subbasin proposed to be managed under this GSA within Stanislaus County. Rock Creek Water District is an Special District within Stanislaus County that is responsible for the management of water supplies to supply irrigation to their approximately 1,844 acre service area.

Calaveras County, Calaveras County Water District, Stanislaus County, and Rock Creek Water District are all local public agencies eligible to become a GSA within portions of the Eastern San Joaquin Groundwater Subbasin (Subbasin No. 5-22.01). In 2017, the three agencies of Calaveras County Water District, Stanislaus County and Rock Creek Water District entered into a Memorandum of Understanding (MOU) to form the multi-agency Eastside ESJ GSA pursuant to Water Code section 10723.6(a). A copy of the executed MOU is attached. The resolutions adopted by the CCWD Board, the Stanislaus County Board of Supervisors, and the Rock Creek Water District Board are also attached. Subsequently, Calaveras County declared their intent to become a GSA and join as a member of the Eastside ESJ GSA in June 2017. The Amended and Restated Memorandum of Understanding is attached, which was executed solely to incorporate Calaveras County into the Eastside ESJ GSA Governance and allow them to become a member of the GSA. Calaveras County Water District and Stanislaus County have service areas that are contiguous with their respective counties. These service areas extend outside of the boundaries of the Eastern San Joaquin Groundwater subbasin and the Eastside San Joaquin GSA. Additionally, Stanislaus County only intends to manage those areas not currently managed by other GSAs or prospective GSAs within Stanislaus County. Stanislaus County and Rock Creek Water District have formally coordinated with South San Joaquin Irrigation District and Oakdale Irrigation District in Stanislaus County to ensure there is no overlap of GSA boundaries within Stanislaus County.

The Eastside San Joaquin GSA agencies have provided a list of agencies managing or proposing to manage groundwater within the subbasin in Exhibit "E.2", (April 28, 2017 "Letter of understanding on Final Groundwater Sustainability Agencies Map for the Eastern San Joaquin Subbasin). This effort was completed by San Joaquin County Public Works Department to collaboratively and proactively avoid any "overlap" within the subbasin.
