The Siskiyou County Flood Control and Water Conservation District is governed by the Siskiyou County Board of Supervisors and covers the entire boundaries of each of the three medium priority basins. The District was enacted in 1957 to provide for the control and conservation of flood and storm waters and the protection of watercourses, watersheds, public highways, life and property from damage or destruction from such waters; to provide for the acquisition, retention, and reclaiming of drainage, storm, flood, and other waters and to save, conserve, and distribute such waters for beneficial use within the District boundaries, and to replenish and augment the supply of water in natural underground reservoirs. The District?s boundaries encompass ?All of that territory of the County lying within the exterior boundaries thereof, exclusive of the area in Siskiyou County within the Upper Klamath River Basin?. and made part of the Klamath River compact between the States of Oregon and California?? (California Water Code Appendix Section 89-1)The District?s Board of Directors is composed of the Siskiyou County Board of Supervisors, which are elected by the citizens of Siskiyou County. The District operates under the authority of the Board of Directors with management and oversight delegated to the Siskiyou County Department of General Services. The General Services Director serves as Executive Director of the District. No new bylaws, ordinances, or other authorities were adopted in conjunction with the establishment of the GSA.

Over the last several months, the Siskiyou County Natural Resources Department has held multiple outreach meetings to inform water users throughout Siskiyou County about the requirements of SGMA, about the County and Siskiyou County Flood Control and Water Conservation District?s plans to take SGMA on locally, and to receive feedback from Siskiyou County citizens. December 08, 2016 ? Meeting in Fort Jones, California ? December 13, 2016 ? Meeting with Montague Irrigation District (Shasta Valley Groundwater Basin) ? January 09, 2016 ? Meeting with Big Springs Irrigation District (adjacent to Shasta Valley Groundwater Basin) ? January 10, 2017 ? Meeting in Montague, California ? January 12, 2017 ? Meeting in Fort Jones, California ? February 14, 2017 ? Meeting with Butte Valley Irrigation District (Butte Valley Groundwater Basin) ? March 23, 2017 ? Meeting with Scott Valley Protect Our Water group (Scott Valley Groundwater Basin) During these meetings, there was an overwhelming amount of support to have the County, through the District, assume the responsibilities of becoming the GSA for the Shasta, Scott and Butte Valley Groundwater Basins. People have expressed that the District has the ability to assume these responsibilities, and as the District Directors is made up of the Siskiyou County Board of Supervisors, that the District will consider the interests of all parties within the groundwater basins, and impacted by the groundwater use. Emails, letters, and/or phone calls were provided to the following list of agencies and groups to inform them of the public outreach meetings, and the District?s intent to serve as the GSA for the Basins: ? Pursuant to Water Code Section 10723.2 the District will consider the interest of all beneficial uses and users of groundwater, as well as those responsible for implementing GSP?s. The District will meet these requirements through several avenues. First, meetings held by the District, either during regular Siskiyou County Board Meeting or outside of them, are public meetings where any groups and/or individuals can present to the District, provide input on the development of GSP?s or express any questions or concerns. Secondly, the District intends to appoint separate advisory boards for each of the groundwater basins. Although the District has not worked out all details regarding advisory boards; during summer or fall 2017, the District will advertise notices of availability for advisory board positions, and will evaluate and appoint members to the Board. The District will rely heavily on these advisory Boards during the GSP processes, and hope to appoint members who are directly impacted by groundwater use and will be impacted by GSP's for the respective groundwater basins. This could include, but is not limited to, irrigation districts, cities, municipalities, special interest groups, representatives of farming/ranching communities, and representatives from domestic groundwater users, among others.
