AGSA Eligibility Determination

Provide a description of your local agency's water supply, water management, or land use responsibilities within the groundwater basin / basins you intend to manage.
The West Placer GSA is formed by five public agencies with water management or land use authority in a portion of the North American Subbasin located within Placer County: the County of Placer, the City of Roseville, the City of Lincoln, the Placer County Water Agency, and the Nevada Irrigation District, all of which are water purveyors. The Figure 2 (West Placer GSA Member Agencies Map contained in Part D of this GSA submittal) portrays the jurisdictions of each agency. Three of the agencies (City of Lincoln, City of Roseville, and Placer County) have land use management and planning authority granted through the State of California which is derivative of the city or county general police power. This power allows cities and counties to establish land use and zoning laws that govern development. Each of the land use agencies have existing policies in place that allow for future development yet maintain a sustainable and reliable water supply that is for conjunctive use of surface water primarily and groundwater during drought, emergency or stressed times. Each policy allows for protection and reasonable use of groundwater. Each of the water supply agencies have developed plans that respect those land use policies which allow for future sustainable groundwater management by each agency within their governance area and is defined within the MOA of this GSA (contained in Part B of this submittal). In addition, through a separate participation agreement the GSA will allow for the California American Water (an investor owned utility); to participate in the West Placer GSA as they are a water supplier within the Sub-basin. Other local agencies that provide water, to small portions of the Sub-basin, include San Juan Water District, Camp Far West Irrigation District, Citrus Heights Water District, and Reclamation District 1001, and a land use agency, the City of Rocklin have agreed to allow the West Placer GSA to manage groundwater as required under SGMA on their behalf. Each member of the GSA has agreed to undertake activities and actions to carry out the purposes of SGMA within the GSA portion of the Subbasin. ? The City of Roseville will be the Member implementing SGMA and the GSP within the limits of the City of Roseville. ? The City of Lincoln will be the Member implementing SGMA and the GSP within the limits of the City of Lincoln. ? The Nevada Irrigation District and the County of Placer will be the Members, implementing SGMA and the GSP within that portion of the Nevada Irrigation District within Placer County, excluding the limits of the City of Lincoln. ? The Placer County Water Agency and the County of Placer will be the Members implementing SGMA and the GSP within the limits of the GSA Boundary, excluding the limits of the Cities of Lincoln and Roseville and the boundary of the Nevada Irrigation District.
