MWD operates a network of municipal extraction wells and maintains meters on each well. In addition, MWD maintains meters on a subset of privately owned and operated wells within the Basin.

In 2022, to better characterize groundwater usage by private well owners, MWD initiated a water use study in which they developed detailed water budgets for each parcel within their service area. The water budgets were based on high-resolution imagery of irrigable acreage, land use/cropping, average per capita demands, and metered MWD water deliveries. Using a three-year average of the difference between MWD-deliveries and the individual parcel budget, MWD developed estimates of average annual groundwater usage by private owners in the Basin. To adjust for climatological effects, the average annual groundwater usage was scaled by evapotranspiration measurements collected by CIMIS in nearby in Santa Barbara.

Water year 2024 change in groundwater in storage within the Montecito Groundwater Basin was calculated using the Montecito Basin Numerical Model, a coupled watershed (PRMS-IV) and numerical groundwater flow (MODFLOW) model developed for the Montecito Groundwater Basin.
