  4. The overall GSP development effort is targeting submittal of the GSP by the statutory deadline of 31 January 2020. The Olcese GSA welcomes the participation of interested parties in its GSP development and implementation. GSP development will be conducted in a transparent and collaborative fashion such that basin stakeholders have opportunity to provide timely input. A Stakeholder Communication and Engagement Plan (SCEP) will be developed to conform with requirements of the GSP regulations (i.e., CCR Title 23, §354.10) and to guide stakeholder engagement throughout the GSP development process. Additionally, Olcese GSA Board Meetings are open to the public and include multiple opportunities for public comment. SGMA-related presentations will be made by technical specialists during the Board Meetings on a regular and as-needed basis. Regular OWD Board Meetings are held on the third Monday at 4:00 p.m. of the months February, May, August, and November at 15701 Highway 178, Bakersfield, CA 93306.
