AGSA Eligibility Determination

  1. Pursuant to Water Code Section 10723.8 and 10724, Napa County hereby notifies the California Department of Water Resources (DWR) of its decision to become a Groundwater Sustainability Agency (GSA), and its intent to cover the entire unmanaged Napa-Sonoma Valley Basin - Napa Valley Subbasin. This notice is submitted in compliance with Water Code Section 10723 and 10724. Napa County is a local public agency organized as a general law County under the State Constitution and has land use responsibility for the unincorporated areas of the Subbasin proposed to be managed under this GSA.

  2. Napa County intends to be the GSA over the entire Napa-Sonoma Valley Basin - Napa Valley Subbasin located within the County's jurisdictional limits. It is the County's intention that no overlap shall occur in the Subbasin. Prior to its decision to become a GSA for the Subbasin, the County Board of Supervisors held a properly noticed public hearing on December 17, 2019. The public hearing was held in accordance with Water Code section 10723(b), and it was noticed on November 30th and December 5th, 2017 in the local Napa Valley Register in accordance with Government Code section 6066.
