AGSA Eligibility Determination

  1. The Tejon-Castac Water District (TCWD) Groundwater Sustainability Agency (?Tejon-Castac GSA?) is being formed by the Tejon-Castac Water District (TCWD). TCWD is a water district formed under Water Code 34000 et seq. whose water supply and management responsibilities include surface water importation, distribution and delivery to customers within its service area which includes portions of the Kern County Subbasin (Subbasin), the White Wolf Subbasin and the Castac Lake Valley Basin. TCWD holds contracts for surface water supplies from the State Water Project and also owns and operates several groundwater wells used for emergency supply in the White Wolf Subbasin and for agricultural supply in the Castac Lake Valley Basin. By virtue of its water supply management responsibilities, TCWD qualifies as a local agency as defined by the Sustainable Groundwater Management Act (SGMA; Water Code Section 10721) and is therefore eligible to form a GSA (Water Code Section 10723).
