AGSA Eligibility Determination

  1. Together, Lebec County Water District (LCWD), Tejon-Castac Water District (TCWD), and Kern County comprise the Castac Basin Groundwater Sustainability Agency (GSA). All three parties are public agencies within the Castac Lake Valley Groundwater Basin (Basin). Two water supplier districts, LCWD and TCWD, serve customers in the Basin and are eligible to be GSAs by right of their water supply responsibilities (Water Code Section 10721). The service area boundaries of these districts are presented on Figure 1. Within the Basin, TCWD serves approximately 2,930 acres and LCWD serves approximately 240 acres. LCWD and TCWD manage approximately 60 acres of overlapping service areas in the Basin (Figure 1). The County has land use authority covering the entirety of Kern County. The Basin is wholly contained within Kern County, and therefore the County is eligible to be a GSA for all lands within the Basin. The Castac Basin GSA will manage the approximately 440 acres within the Basin that are within the County, but not within district service areas. There are no other entities within the Basin that manage groundwater. Together, the service areas of LCWD, TCWD, and Kern County (and that of the Castac Basin GSA) cover the entirety of the Castac Lake Valley Groundwater Basin.

"White areas" outside of the LCWD and TCWD service areas are covered by the County of Kern, and the County boundary as represented in its shapefile shows only these "white areas."
