The Northern Delta Groundwater Sustainability Agency (NDGSA) is a joint powers agency (JPA) formed by independent GSAs each located within the northern portion of the Sacramento-San Joaquin Delta (Delta). The NDGSA was created in order to achieve groundwater sustainability in the region, a goal the individual districts recognize is more efficiently and effectively attained through cooperation and collaboration. To formalize this association and realize the efficiencies of scale, the individual member agencies have executed a joint powers agreement. This arrangement was anticipated by the member agencies at the time of individual GSA formation and identified in those submittals.
