Amendment 1 to MOU for Development of a Groundwater Sustainability Plan for the San Luis Rey Valley Groundwater Basin was compose to replace the County of San Diego with Yuima MW as lead agency after the withdraw of the County. Amendment 2 to MOU was composed to address the basin boundary modification brought about by AB1944. Amendment 3 to MOU was composed to add the Pauma and San Luis Rey Municipal Water Districts as voting members of the GSA. The Pauma Valley GSA boundary does not include the areas that have been designated as subterranean stream and are under the jurisdiction of the State Water Resources Control Board. The Federal government and any federally recognized Indian tribe are also exempt from the requirements of SGMA and, therefore, not included in the Pauma Valley GSA boundary.

Provide a list of interested parties developed pursuant to Water Code Section 10723.2 and an explanation of how their interests will be considered in the development and operation of the GSA and the development and implementation of the GSP.

State Water Resources Control Board is the managing authority in the subterranean stream portion of the San Luis Rey Groundwater Basin (downstream of Frey Creek).
