The City of Los Angeles (Los Angeles) is a municipal organization with a population of more than 4 million people covering 473 square miles. Los Angeles overlies several important groundwater basins, including the San Fernando Valley Groundwater Basin. Los Angeles has authority within its jurisdiction to set land-use policy decisions and authorize discretionary land use actions, as administered by its Department of City Planning. Los Angeles also has exclusive authority to provide municipal and industrial water supply within its jurisdiction as administered by the Los Angeles Department of Water and Power (LADWP). Los Angeles is governed by charter, which designates LADWP as having management and control responsibility over Los Angeles' water assets. Accordingly, LADWP is the lead agency representing Los Angeles in matters related to water policy, including compliance with the Sustainable Groundwater Management Act.

The original shapefile of San Fernando Valley Groundwater Basin (Basin) boundaries was provided by the Department of Water Resources. The shapefile was then clipped to exclude that part of the Basin that is within the adjudicated Upper Los Angeles River Area (ULARA). The shapefile of ULARA is provided by the ULARA Watermaster. The remaining, unadjudicated portion of the Basin was clipped once more using the City of Los Angeles boundaries (provided in part 3, above). The resultant polygon represents the GSA area boundary.
