The City of Vacaville is a municipal corporation with land use authority within the municipal boundary and water service responsibilities. The City of Vacaville supplies, treats and delivers potable water to its residents. A portion of the water supply is groundwater from wells.

The City of Vacaville service area boundary extends beyond the boundary of the Solano Subbasin. The City of Vacaville also serves potable water to two areas outside its incorporated city limits within Solano County. The City of Vacaville intends to manage only the groundwater within both the Vacaville city limits and within the boundary of the Solano Subbasin.
