[Excerpt from original notification dated 2/14/17 - See Attached] As required by Water Code section 10723.2, the Central Delta Water Agency developed a list of interest parties, and this list will continue to be amended as necessary during the development process for the local Groundwater Sustainability Plan (GSP). As required by the Sustainable Groundwater Management Act (SOMA), the Central Delta Water Agency will consider all beneficial uses and users of groundwater, as well as those entities responsible for developing GSPs. These interests include, but are not limited to the following: (a) Holders of overlying groundwater rights, including: (1) Agricultural users. The proposed GSA is predominately rural and made up of agricultural and rural residential properties with a limited number of marinas which include some limited residential use. There are few, if any agricultural wells. (2) Domestic Well owners. There are domestic wells within the GSA, however based on the existing groundwater conditions and levels in the area that currently exist, or are anticipated to exist in the future, the GSA expects the GSP to exclude such domestic wells. (b) Municipal well operators. Currently, there are no municipal well operators within the GSA. (c) Public water systems. Currently, there ate a limited number of marina related public water systems within the OSA. (d) Local land use planning agencies. San Joaquin County is a planning agency, within which boundaries the GSA is located. The Agency has a long history of cooperation and close coordination with San Joaquin County and will continue in that capacity. (e) Environmental users of groundwater. · No such users have been identified. (f) Surface water users. There appears to be a hydrologic connection between surface and groundwater bodies in the proposed GSA. · (g) The federal government including, but not limited to, the military and Jl1:anagers of federal lands. The Agency will coordinate with such agencies, but is not aware of their water use within the proposed GSA. (h) California Native American Tribes. The Agency will coordinate with any such users. (i) Disadvantaged communities, including, but not limited to, those served by private domestic wells or small community water systems. The Agency will cooperate with San Joaquin County to work with any disadvantaged communities within the GSA that may be relying on groundwater. (j) Entities listed in Section 10927 that are monitoring and reporting groundwater elevations in all or a part of a groundwater basin managed by the groundwater sustainability agency. San Joaquin County collects groundwater data, as part of the CASGEM monitoring program. The Agency will coordinate closely with the County in regards to this data.
