  2. An analysis of basin conditions that demonstrates that the basin has operated within its sustainable yield over a period of at least 10 years.

    The attached Alternative Submittal includes a report prepared by GEI Consultants, registered hydrogeologist licensed by California and submitted under the hydrogeologist's seal, that demonstrates that the Martis Valley Groundwater Basin has operated within its sustainable yield for at least 25-years (Spring 1991 to Spring 2016). The GEI Consultants report is also attached as a stand-alone document.

  3. The Alternative Submittal proposes one management area that covers the entire Martis Valley Groundwater Basin (MVGB). The Alternative Submittal is being submitted collaboratively by the Truckee Donner Public Utility District, Northstar Community Services District, Placer County Water Agency, Town of Truckee, Nevada County, and Placer County. These six local public agencies (Local SGMA Agencies) serve water, have the authority to serve water, or have land-use authority in the MVGB and their overlapping jurisdictions cover 100% of the basin. There are no other water suppliers or land-use agencies in the MVGB eligible to comply with SGMA. The Truckee Donner Public Utility District Staff is serving at the Administering Manager for this Alternative Submittal.

  4. Placer County Water Agency is the CASGEM Monitoring Entity for the Martis Valley Groundwater Basin and one of the six Local SGMA Agencies collaborating on this Alternative Submittal.

CAlternative Elements

  1. The GEI Hydrogeologic Support of Alternative Submittal Report, prepared by a licensed hydrogeologist, demonstrates that the Martis Valley Groundwater Basin (MVGB) has operated within sustainable yield for at least 25-years. GEI Consultants also participated in the development of this Alternative Submittal. This robust scientific understanding, along with the significant governance and management that exist today in the MVGB and as document in the Alternative Submittal and accompanying GEI report, demonstrates that the elements of this Alternative Submittal are functionally equivalent to the relevant elements of a GSP under the SGMA regulations and is substantially compliant with SGMA. A MVGB Alternative Elements Guide completed by the Local SGMA Agencies and GEI Consultants is Attached.
