Reclamation District No. 1004 (RD1004) has elected to be the Groundwater Sustainability Agency for the lands within its boundaries. Those lands are located entirely within the West Butte Subbasin, except for approximately 730 ± acres of land owned by one entity, Reclamation District No.833 (RD833). RD833's lands are located on the East side of Butte Creek, whereas the remaining portion of RD1004 groundwater planning area is located on the West side of Butte Creek. It is illogical for the groundwater management plan of R.D. No. 1004, which will coordinate the extensive use of surface water resources diverted from the Sacramento River and from Butte Creek not to provide the plan for this approximate 730 ± acres located within the District and subject to all planning costs incurred by RD1004.
