4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
- In coordination with the Feather River Districts and other GSAs, Butte County proposes to modify the Vina, West Butte, and East Butte subbasins. As shown in the attached map, the proposed modification would create a new “Butte subbasin” by consolidating large portions of the West Butte and East Butte subbasins that include Butte County GSA areas (including the M&T Ranch), RD 2106, RD 1004, the Feather River Districts, the City of Biggs, the City of Gridley and small portions of Glenn County GSA and Colusa Groundwater Authority. As a result, the Vina subbasin expands to the south to include additional Butte County GSA areas and Durham Irrigation District. This results in the major, contiguous groundwater dependent areas in Butte County being in one subbasin. This would afford greater efficiency in communications and coordination with groundwater dependent communities and stakeholders and increased efficiencies for potential implementation of future projects and actions within these areas. This modification also places the City of Chico solely in the Vina subbasin, including their wastewater treatment plant, which under a previous Vina modification proposal remained in the West Butte subbasin. In addition, Western Canal Water District would be solely in the newly created “Butte subbasin,” instead of being split by Butte Creek and located in the West Butte and East Butte subbasins. This change would allow these agencies to participate in the development and implementation of a single GSP in each of their respective subbasins. This proposed modification builds upon existing analysis and planning documents, i.e. Feather River Regional Ag Water Management Plan, and existing Groundwater Management Plans which will support GSP development.
