The level of accuracy was rated on a qualitative scale of low, medium, and high. The accuracy of metered production data for the City of Solvang and ID No. 1 is considered high.

OpenET was used to estimate crop water uses at the field scale. OpenET is an open source software that can be used to estimate potential and actual evapotranspiration values from planted crops using remote sensing methods. Rural domestic groundwater extraction was estimated based on an aerial land use survey and estimated water demand based on parcel size.
OpenET accuracy is considered medium to high. The accuracy of rural domestic groundwater use is considered medium due to variability of water demand based on parcel size.

Municipal water production and surface water delivery are metered. Groundwater and river well pumping are reported by SYRWCD. Agricultural and rural domestic water use outside SYRWCD boundaries are estimated based on land use methods (OpenET and aerial survey).

Method used to calculate change in storage

The current groundwater monitoring network for the Paso Robles Formation, the most extensive principal aquifer within the EMA, does not have sufficient spatial distribution to adequately represent groundwater conditions throughout the Santa Ynez Uplands. Due to loss of access to several wells, the groundwater elevation monitoring network used for contouring groundwater elevations for both principal aquifers provided greater spatial coverage of the EMA in water year 2018 compared to the data available for water year 2022. The EMA GSA is working to implement planned management actions to address the identified data gaps. 
Because of this, the change in groundwater in storage within the Paso Robles Formation was calculated by using the water budget to estimate the total change in storage for both aquifers, and then removing the change in storage calculated for the Careaga Sand. The remaining change in storage was attributed to the Paso Robles Formation.
