SGMA regulations require that a GSA provide an announcement of the planned adoption of a GSP to each city and county within the plan area. However, the San Pasqual Valley GSA was formed through an MOU by both the City and County, and no other cities or counties are within the plan area. Therefore, an announcement of the planned adoption sent to each city and county was not necessary. Attached is a memorandum describing this in further detail, and provides public notices that were provided about the planned option of the GSP.

Both the City and County held a publicly noticed hearing to consider adoption of the San Pasqual Valley GSP. Both members of the SPV GSA approved the Plan. Attached are the resolutions of adoption of the GSP from both the City and County.
