  4. The Carpinteria GSA is a Joint Powers Authority made up of the County of Ventura, the County of Santa Barbara, the City of Carpinteria and the Carpinteria Valley Water District. The GSA Board is a five-member Board with three optional Board positions. The five-member Board of Directors consists of the Carpinteria Valley Water District Board and the three optional Board Members, if exercised, consist of one Director from each of the remaining member agencies. The CGSA is the sole GSA for the Carpinteria basin and will develop a single GSA for the Basin. The CGSA Board meets at publicly noticed meetings at least quarterly. A plan for stakeholder engagement will be developed to interface with the public on activities needed to develop the GSP. The stakeholder engagement plan will address outreach challenges, including building trust among stakeholders, providing sufficient information to educate and inform stakeholders and educating decision makers. The CGSA is in the process of establishing a website at www.carpgsa.org for stakeholders and interested parties to stay abreast of GSA activities, GSP development progress, and meeting announcement notification. Draft GSP documents and other relevant Sustainable Groundwater Management Act (SGMA) information will be posted to the CGSA website. Additionally, updates on GSP development will be provided at publicly noticed CGSA Board meetings.
