The Santa Monica Groundwater Sustainability Agency (SMBGSA) consists of the City of Santa Monica, City of Beverly Hills, City of Los Angeles Department of Water and Power, Culver City, and the County of Los Angeles cooperating under a Memorandum of Understanding (MOU) (Uploaded). The City of Santa Monica will act as the lead agency for GSP preparation and has retained Dudek, an experienced consulting firm, to assist with the preparation of a SGMA compliant GSP by the January 31, 2022 deadline for medium priority basins. For stakeholder engagement, the GSA will build on the collaborative process established during GSA formation. This process included a public workshop conducted April 12, 2017, public hearings for GSA formation conducted by each of the GSA member agencies, and the development and maintenance of a stakeholder contact list (Uploaded). Currently, information and documents pertaining to the Santa Monica Groundwater Basin SGMA compliance process are available on GSA member agency websites. As the lead agency for GSP preparation, the City of Santa Monica has created a dedicated web-page to include GSP meeting and schedule information, draft documents and work products, and process updates (Website address). Each of the GSA member agency websites will link to this website. The GSA will comply with Section 354.10 of the the SGMA Guidelines by preparing a Stakeholder Outreach and Engagement Plan (OEP) that provides information on the GSP preparation process and ways by which stakeholders may stay informed, contribute, and comment on the GSP process and products. In addition, the GSA will hold quarterly stakeholder workshops beginning November, 2019, to present GSP-related information and solicit comments and concerns. Regular SMBGSA meetings will be held monthly and open to the public. Other outreach tools under consideration include advisory committee formation, billing inserts, periodic email updates, and public access to the Data Management System.
