  4. The Upper San Luis Rey Groundwater Management Authority is a multi-agency GSA established by a Memorandum of Understanding and Joint Powers Agreement and is comprised of the following agencies: the Yuima Municipal Water District, Pauma Valley Community Services District, Pauma Municipal Water District, San Luis Rey Municipal Water District and the Upper San Luis Rey Resource Conservation District. Yuima MWD is the lead agency to develop the Upper San Luis Rey Groundwater Management Authority and is also the contracting agency for consulting services for overall development of the GSP. The GSP development process includes: coordination of GSA activities with consultants, Tribes, and GSA partner agencies to develop GSP components; outreach to stakeholders to ensure participation and input; inclusion and communication with Tribes to ensure federally-reserved tribal water rights are respected; creation of data management system capable of storing and reporting GSP information; water resources monitoring program preparation (e.g., groundwater levels, pumping, quality); create a hydrogeologic model of the Subbasin that defines the Basin setting and water budget; develop a description of the GSP area; establish sustainable management criteria including a sustainability goal, measurable objectives, minimum thresholds, undesirable results, and a monitoring network; identify projects and management actions to achieve sustainability goals; and develop a GSP implementation plan. The Upper San Luis Rey Groundwater Management Authority intends to work collaboratively with stakeholders to develop a GSP for the entire Subbasin that is acceptable to DWR, complies with SGMA, and respects federally-reserved tribal water rights. The GSA partner agencies remain committed to considering the interests of all beneficial uses and users of groundwater.
