  4. On February 8, 2017, the District conducted a public hearing on the decision to become a GSA after publication of notice in accordance with Water Code Section 10723(b) (Attachment 1). Following the hearing, the District Board of Directors adopted Resolution No. 2017-03 establishing the District as the GSA for the Bolsa, Hollister, and San Juan Bautista Subbasins within San Benito County. The agenda item, including the resolution signed by the President of the Board of Directors, is included as Attachment 2. No new bylaws, ordinances, or other authorities were adopted in conjunction with the District's decision to become the GSA. On April 25, 2018, the District conducted a public hearing on the decision to become the GSA for the Tres Pinos. Subsequently, in May 2018 the District applied to DWR for consolidation of the four basins. DWR approved the District?s application to consolidate the Bolsa Area (3-003.02), Hollister Area (3-003.03), and San Juan Bautista Area (3-003.04) Subbasins of the Gilroy-Hollister Basin and the Tres Pinos Valley Basin (3-025) into a single new basin named the North San Benito Groundwater Basin (3-003.05). The above process documents the District?s decision to be the GSA for the portions of the North San Benito Groundwater Basin within San Benito County.   5. Areas of the Basins that extend outside the District service area boundary will be managed in partnership with Santa Clara Valley Water District (SCVWD). The District and Santa Clara Valley Water District, the exclusive GSA for these areas, have a Memorandum of Agreement (MOA) dated July 5, 2017 that sets forth the respective roles and responsibilities of the District and SCVWD regarding coordination to sustainably manage groundwater in the previously-defined Hollister Area Subbasin and San Juan Bautista Area Subbasin, which are now wholly encompassed within the North San Benito Basin.

San Benito County Water District has actively managed the North San Benito Groundwater Basin (3-003.05). within its jurisdiction (including preparation of a 2003 Groundwater Management Plan and participation in the Pajaro River Integrated Water Resource Management Plan) and has developed a list of interested parties. The District will continue to solicit stakeholders and consider their interests. In accordance with Water Code Section 10723.4, a list of interested parties has been established and will be maintained to ensure regular communication with interested stakeholders; these are included as Attachment 4. The District plans to regularly post pertinent notices and reports on its website. The District will continue to provide opportunities for engagement with interested parties and consideration of their interests.   2. There are no other agencies that are managing or proposing to manage groundwater in these subbasins within San Benito County. Santa Clara Valley Water District (SCVWD) is the exclusive GSA for Santa Clara County, and therefore of the portions of the subbasins outside of San Benito County. The District and SCVWD have a Memorandum of Agreement (MOA) dated July 5, 2017 that sets forth the respective roles and responsibilities of the District and SCVWD regarding coordination to sustainably manage groundwater in the previously-defined Hollister Area Subbasin and San Juan Bautista Area Subbasin, which are now wholly encompassed within the North San Benito Basin.
