AGSA Eligibility Determination

The Rosedale-Rio Bravo Water Storage District (?District?) is a California Water Storage District formed and operating pursuant to and in accordance with Division 14 of the California Water Code (§39000, et seq.) and overlies a portion of the Kern County Subbasin (?Basin?) of the San Joaquin Valley Groundwater Basin portion of the Tulare Lake Hydrologic Region, as defined in Bulletin 18 of the California Department of Water Resources. The District has water supply and water management responsibilities within the Basin. Therefore, the District is a ?Local Agency? as defined within the California Water Code Section 10721 (n).

Following the decision to form a GSA, Rosedale-Rio Bravo Water Storage District (RRBWSD) prepared a GSA boundary map and discovered parcels that were without District/GSA coverage or had overlapping District coverage and it took an additional time to work with the neighboring entities and landowners to address the boundary map issues. The time delay between RRBWSD's decision to form a GSA and the notification to the Department does not impact its intent or ability to undertake sustainable groundwater management, or its engagement with stakeholders.
