AGSA Eligibility Determination

  1. The Wheeler Ridge-Maricopa Groundwater Sustainability Agency (Wheeler Ridge-Maricopa GSA) is being formed by the Wheeler Ridge-Maricopa Water Storage District (WRMWSD). WRMWSD is a water storage district formed under Water Code 39000 et seq. whose water supply and management responsibilities include surface water importation, banking, and agricultural water distribution and delivery to customers within its service area in the Kern County Subbasin (Subbasin), as well as in the White Wolf Subbasin. By virtue of its water supply management responsibilities, WRMWSD qualifies as a local agency as defined by the Sustainable Groundwater Management Act (SGMA; Water Code Section 10721) and is therefore eligible to form a GSA (Water Code Section 10723).

The Wheeler Ridge-Maricopa GSA area covers the portion of the Kern County Subbasin that is within the WRMWSD service area, excluding the portion that overlaps with the Arvin-Edison Water Storage District (AEWSD) service area and certain portions that overlap with the West Kern Water District (WKWD) service area (i.e., those portions within the following Public Land Survey System sections: Sections 29 and 33 of T12N R23W San Bernardino B&M, Section 23 of T11N R 23W San Bernardino B&M; Sections 20, 26, 27, 28, and 34 of T31S R24E Mount Diablo B&M).
