AGSA Eligibility Determination

  1. The Lake County Watershed Protection District (District) works to protect and maintain water resources within Lake County. Senate Bill No. 1136 identifies the Lake County Watershed Protection District as the local entity with legal responsibility and obligation to protect and conserve waters within the District, both surface water and groundwater. Because of the District?s responsibilities regarding Lake County?s water resources, California Water Code 10753(a) and (b) authorizes the District to be the groundwater management agency for the county. District responsibilities include: ? Water resources planning for groundwater and watershed management. ? Administration of the National Flood Insurance Program for Lake County, maintain levees and creeks and implement flood control projects. ? Operation and maintenance of the Kelsey Creek Detention Structure, Adobe Creek Reservoir, Highland Springs Reservoir, Highland Springs park; and Middle Creek Flood Control Projects. The Big Valley Groundwater Basin falls entirely within the District?s boundaries.

  1. To insure all beneficial uses are considered for the operation of the Big Valley GSA and implementation of the Big Valley GSP, the Big Valley GSA will work closely with regional stakeholders through a Big Valley GSA Advisory Group that will include representation from the County, Tribal Government, Municipal Water Supplier, Environmental users, Domestic well owners, and Agricultural users.   2. The Board of Directors of the Lake County Watershed Protection District proposes to serve as the local agency providing management of waters, surface and groundwater in the Big Valley Basin. There are no other agencies proposing to manage groundwater in the Big Valley groundwater basin.
  3. To date, the Agency has not adopted any additional bylaws, ordinances, or new authorities.
