The Owens Valley Groundwater Authority is a joint exercise of powers agency composed of Inyo County, City of Bishop, Indian Creek-Westridge CSD, and Big Pine CSD. Each of these members has water supply, water management, or land use responsibilities and is thus eligible to individually form a GSA. The document forming the Owens Valley Groundwater Authority allows for tribes, federal agencies, the Los Angeles Department of Water and Power, PUC regulated private water companies, and other interested parties to have a voting role in GSA decision making. Two other agencies have joined the OVGA as Interested Parties, the Owens Valley Committee and the Lone Pine Paiute Shoshone Tribe.

The GSA boundary and the service area boundary are the same, and are the boundaries of the groundwater Owens Valley Groundwater Basin, including both subbasins (Owens Valley Subbasin 6-012.01, and Fish Slough Subbasin 6-012.02).

Included here is a letter providing an explanation of how the various interests given in CWC 10723.2 will be considered, and an explanation of how the four existing GSA's in the basin desire to replace those existing GSAs with a single GSA formed through a joint exercise of powers agreement. Attachments to the letter include maps of the intended boundary of the new GSA and the boundaries of the existing GSAs, proofs of publication of public of a public hearing convened by the OVGA to decide to become a GSA, a resolution of the OVGA deciding to become a GSA, the joint exercise of power agreement forming the GSA, resolutions by the four existing GSAs withdrawing their GSA status contingent on the OVGA becoming the exclusive GSA for the Basin, and a list of interested parties developed pursuant to CWC 10723.2. There are three local agencies that are proposed to be recognized as exclusive GSAs within the Basin. Two of these agencies - County of Mono and Tri-Valley Groundwater Management District - were members of the Owens Valley Groundwater Authority and have requested to reinstate their GSA status in 2022 contingent on the Owens Valley Groundwater Authority boundary modification.
