AGSA Eligibility Determination

  1. The Mound Basin Groundwater Sustainability Agency (MBGSA) is a joint powers authority comprised of the following three local public agencies: the City of San Buenaventura, the County of Ventura, and the United Water Conservation District. The boundaries of these agencies and the MBGSA are shown in the map uploaded below. The City of San Buenaventura is a local municipality that exercises water supply, water management, and land use authority within the city?s boundaries. The County of Ventura exercises water management and land use authority on land overlying the entire Mound Groundwater Basin. The United Water Conservation District was formed in 1950 under the State of California?s Water Conservation District Law of 1931, and is organized as a governmental special district. United serves as the conservator of groundwater resources in the Mound Groundwater Basin. United does not produce water from the basin, but is authorized to engage in groundwater replenishment of the basin.
