  2. The entire Santa Paula Basin is within the service area boundary of the County of Ventura, however GSA will be limited to areas left unmanaged after June 30, 2017.   4. The Santa Paula Basin is an adjudicated Basin exempted from SGMA. However, the adjudicated area does not cover the entire Bulletin 188 area. This GSA will cover the outlying areas outside of the adjudicated area where no other agencies have filed to manage as the GSA.

  1. Ventura County is filing in the event there is an area within this basin that is not within the management area of a GSA. The County understands it will be presumed to be the GSA for unmanaged areas after June 30, 2017 (Water Code § 10724(a)). To fulfill our responsibility we are providing notification to DWR of our intent to manage the unmanaged area pursuant to Water Code §10723.8. The Adjudicated Santa Paula Basin is managed by a Technical Advisory Committee with members from United Water Conservation District, City of Ventura, and Santa Paula Basin Pumpers Association, who together act as the Watermaster for this basin. The outlying areas outside the adjudicated boundary abut the Mound Basin to the west, Fillmore Basin to the East, and Oxnard Basin to the south. The interested parties from all of these new GSAs, along with the land owners and residents of the outlying areas will be engaged in the considerations of managing the outlying areas of the Santa Paula Basin.
  2.
