Pursuant to Water Code Section 10723.8, the County of San Luis Obispo hereby notifies the California Department of Water Resources (DWR) of its decision to become a Groundwater Sustainability Agency (GSA), and its intent to cover the portions of the Santa Maria Basin (Basin) fringe areas (non-adjudicated) within the County?s jurisdictional limits that are otherwise unrepresented by another GSA. This notice is submitted in compliance with Water Code Section 10723 (d). The County of San Luis Obispo is a local public agency organized as a general law County under the State Constitution and has land use responsibility for the unincorporated areas of the Basin fringe areas proposed to be managed under this GSA.

The County intends to be the GSA over portions of the Basin fringe areas that are otherwise unrepresented by another qualifying local agency and are located within the County?s jurisdictional limits. It is the County?s intention that no overlap shall occur in the Basin fringe areas between the Santa Maria Basin Fringe Areas ? County of San Luis Obispo Groundwater Sustainability Agency and the other GSAs forming in the Basin. Prior to its decision to become a GSA for the specific portions of the Basin fringe areas, the County Board of Supervisors held a properly noticed public hearing on May 16, 2017. The public hearing was held in accordance with Water Code section 10723(b), and it was noticed on May 2nd and 9th, 2017 in the local Tribune Newspaper in accordance with Government Code section 6066. The following are entities that are proposing to manage groundwater as GSAs within the non-adjudicated fringe areas of the Santa Maria Basin: City of Arroyo Grande; County of Santa Barbara. The following entities manage groundwater under court order in the adjudicated portion of the Basin: Northern Cities Management Area; Nipomo Mesa Management Area; Santa Maria Valley Management Area. The County of San Luis Obispo is coordinating with above entities and other local agencies that overlie the Basin and intends to work cooperatively with these agencies to jointly manage groundwater in the Basin.
