The Santa Rosa Plain GSA has 8 local agencies participating through a Joint Exercise of Powers Agreement. All 8 entities have water supply, water management or land use responsibilities. The seven members include the City of Cotati, City of Rohnert Park, City of Santa Rosa, Town of Windsor, Gold Ridge Resource Conservation District, Sonoma Resource Conservation District, the Sonoma County Water Agency and the County of Sonoma.
