AGSA Eligibility Determination

  1. Cawelo Water District (?District?) is a California Water District formed and operating pursuant to and in accordance with Division 13 of the California Water Code (commencing with Water Code §34000). Cawelo owns and manages various water rights and water supply contracts, and overlies a portion of the Kern County Subbasin of the San Joaquin Valley Groundwater Basin portion of the Tulare Lake Hydrologic Region, as defined in Bulletin 118 of the California Department of Water Resources, and is therefore a ?Local Agency? as defined within California Water Code 10721 (n). County of Kern is a California State Constitution defined general law county that has land use authority and overlies a portion of the Kern County Subbasin of the San Joaquin Valley Groundwater Basin portion of the Tulare Lake Hydrologic Region, as defined in Bulletin 118 of the California Department of Water Resources, and is therefore a ?Local Agency? as defined within California Water Code 10721 (n). As authorized by the Sustainable Groundwater Management Act and Joint Exercise of Powers Act (Government Code Section 6500 et seq.), Cawelo Water District and the County of Kern have entered into a Joint Powers Agreement for the purpose of expanding the Cawelo Groundwater Sustainability Agency, effective April 9, 2019.

The Kern Ground Water Authority GSA, Kern River GSA, Buena Vista Water Storage District, Greenfield County Water District, Henry Miller Water District, McFarland GSA, Olcese GSA, Pioneer GSA, Semitropic Water Storage District, and West Kern Water District are managing the groundwater within the Kern County Subbasin. The subbasin is a fully GSA covered basin.
