AGSA Eligibility Determination

  1. The Atascadero Basin Groundwater Sustainability Agency (Agency) is formed via a Memorandum of Agreement (MOA) between four Forming Parties: the Cities of Atascadero and Paso Robles, the County of San Luis Obispo, and the Templeton Community Services District. The water supply within the boundary of the GSA is primarily through groundwater pumping from either the alluvial pumping of the Salinas River or the groundwater pumping from the Paso Robles Formation. Imported water from Lake Nacimiento, used as a supplemental water supply, is delivered to the City of Paso Robles, Templeton Community Services District, and the Atascadero Mutual Water Company, whereas the City of Paso Robles can treat the Nacimiento Water or recharge groundwater, and whereas the Templeton Community Services District and the Atascadero Mutual Water Company both recharge groundwater with the imported Nacimiento Water. The Atascadero Mutual Water Company is a signatory to the MOA as a Participating Party in the Agency. Land use authority is provided by the Cities of Paso Robles and Atascadero, and the County of San Luis Obispo. Water management authority is provided by the Atascadero Mutual Water Company, the City of Paso Robles, the County of San Luis Obispo, and the Templeton Community Services District. The following small water system purveyors within the Agency boundary may elect to participate in the Agency by executing the MOA: Atascadero State Hospital, Garden Farms Community Water District, SMR (Santa Margarita Ranch) Mutual Water Company, Santa Ysabel Ranch Mutual Water Company, Templeton Cemetery District, and Walnut Hills Mutual Water Company.

  2. The attached Memorandum of Agreement (MOA) is what forms the Atascadero Basin GSA. The Forming Parties of the GSA are the Cities of Atascadero and Paso Robles, the County of San Luis Obispo, and the Templeton Community Services District. Other Participating Parties are invited to enter the GSA by executing this MOA. The attached MOA is as of 12 JUN 2017.   1. The development of an Interested Parties/Stakeholder's list is a dynamic process, and will be continually developed throughout the GSP development process. The lead stakeholders within the Atascadero Basin have conducted outreach to the rural residents. More of these meetings will occur as the GSP is developed. The Executive Committee of the GSA has seats for at-large representation that represent Rural Residents, Agricultural, and Environmental. These seats will be filled by an application process that is administered through the County's Board of Supervisors. The GSP development process will include public workshops to gather input from any interested party. The lead stakeholders of the Basin have developed a website (www.AtascaderoBasin.com) which has a portal for interested parties to become engaged in the process.   2. The following is a list of other agencies that manage groundwater within the Atascadero Basin, and are eligible to participate in the Atascadero Basin GSA by executing the MOA. Those agencies which execute the MOA are known within the MOA as "Participating Parties".   3. Per Article 9 of the Atascadero Basin Groundwater Sustainability Memorandum of Agreement, the Executive Committee of the Agency shall cause bylaws to be drafted, and that the bylaws shall be adopted at or before the first year anniversary of the Executive Committee's first meeting.
