AGSA Eligibility Determination

  1. The San Antonio Basin Groundwater Sustainability Agency (SABGSA) was formed pursuant to a joint exercise of powers agreement (?JPA Agreement?) executed on May 16, 2017. It is a joint powers authority comprised of two local agencies: the Cachuma Resource Conservation District and the Los Alamos Community Services District. The JPA Agreement confers on SABGSA the full scope of groundwater management responsibilities necessary for the implementation of the Sustainable Groundwater Management Act (SGMA). The Cachuma Resource Conservation District (CRCD) was formed pursuant to California Public Resources Code section 9001 et seq. and is a local public agency. (See Pub. Res. Code § 9161-68, 9181-82; see also SWRCB GSA Issues Website, SWRCB Letter to Kara Heckert re RCD Eligibility [Apr. 12, 2016].) CRCD?s authority includes, but is not limited to, water supply and water management within its jurisdiction. (See Pub. Res. Code §§ 9409, 9411, 9415, 9151.) The Santa Barbara County Local Agency Formation Commission (LAFCO) formed the CRCD in September 1992 by consolidating the Santa Barbara, Santa Maria and Cuyama Resource Conservation Districts (LAFCO Resolution 92-503). In July 1996, LAFCO further consolidated the CRCD with the Lompoc Resource Conservation District (LAFCO Resolution 96-291). The Los Alamos Community Services District (LACSD) was formed pursuant to California Government Code section 61000 et seq. and is a local public agency with water supply and water management authority. (Gov. Code § 61100.) Although SABGSA does not have land use authority, the JPA Agreement provides that the County of Santa Barbara will participate in SGMA implementation through representation on a Groundwater Sustainability Plan Committee.

Interested parties within the Basin include agriculture, viticulture, cattle ranchers, Vandenberg Air Force Base, customers of the Los Alamos Community Services District, the County of Santa Barbara, residential well owners, and environmental advocates. Their interests have been, and will continue to be addressed, through the stakeholder outreach process, representation on the GSA Board of Directors and the Groundwater Sustainability Plan (GSP) Committee, and the formation of other advisory committees to be convened at the discretion of the GSA Board of Directors. Public comment opportunities were provided at the following meetings: Public Workshop: April 20, 2016, July 25, 2016, August 9, 2016 Santa Barbara County Board of Supervisors Meetings: July 12, 2016, December 6, 2016, May 9, 2017 Los Alamos Community Services District Meeting: May 10, 2017 Cachuma Resource Conservation District Meeting: May 16, 2017 San Antonio Basin Groundwater Sustainability Agency (First Meeting): June 14, 2017 In accordance with Article 7 of the Joint Exercise of Powers Agreement (JPA Agreement), the GSA Board of Directors includes individuals from the following Representative Categories: Vineyards (two Directors), Row Crops (two Directors), Orchards or other permanent crops (one Director), Cattle (one Director), Transitional uses, defined as lands suitable for but not currently used for agricultural cultivation (one Director). The eighth Director was appointed by the Los Alamos Community Services District, which directly supplies water to residential and commercial customers within its service territory. Pursuant to Article 13 of the JPA Agreement, the GSA Board of Directors will form a GSP Committee to advise the GSA on the development of the GSP. The County of Santa Barbara will be invited to have a representative on this GSP Committee. All meetings of the GSA Board of Directors, the GSP Committee, and any other standing committees will be duly noticed and conducted in accordance with the Ralph M. Brown Act and other applicable open meeting laws.
  2. The following other agencies use or manage groundwater within the San Antonio Creek Groundwater Basin: - Vandenberg Air Force Base - County of Santa Barbara Both entities have been part of the historic planning, study, and coordination of groundwater issues within the Basin. Neither entity has elected to be part of the GSA but either or both may participate in an advisory role through membership on the GSP Committee, other advisory committees as may be established, or in another advisory capacity.
