  3. The Authority originally decided to become a GSA on October 3, 2016. On October 4, 2016, the Authority submitted its notice of intention pursuant to Water Code Section 10723.8 to become a GSA. Subsequently, another group of local agencies also submitted a notice of intention to manage some of the same areas of the Kaweah Subbasin. As a result, the Authority was not declared an exclusive GSA. The Authority again held a public hearing on May 1, 2017, to consider becoming a GSA for a revised management area and elected at that time to adopt the revised management area and become a GSA for that portion of the Kaweah Subbasin.
