AGSA Eligibility Determination

  1. The Greater Kaweah Groundwater Sustainability Agency (Authority) was formed through a joint powers agreement which created a joint powers authority. The Authority?s Members include: the County of Tulare, Kaweah Delta Water Conservation District, Kings County Water District, Lakeside Irrigation Water District, and St. Johns Water District. The County has land use authority of the portion of the basin the Authority intends to manage. The remaining Members are special districts formed pursuant to various provisions of the California Water Code and California Water Code Appendix with, amongst other powers, the power to acquire water supplies for their districts and manage such supply.

  4. The Authority originally decided to become a GSA on October 3, 2016. On October 4, 2016, the Authority submitted its notice of intention pursuant to Water Code Section 10723.8 to become a GSA. Subsequently, another group of local agencies also submitted a notice of intention to manage some of the same areas of the Kaweah Subbasin. As a result, the Authority was not declared an exclusive GSA. The Authority again held a public hearing on May 1, 2017, to consider becoming a GSA for a revised management area and elected at that time to adopt the revised management area and become a GSA for that portion of the Kaweah Subbasin.
