The City of Pomona and Walnut Valley Water District, as "local agencies" under SGMA which overlie the Spadra Basin, desire to form the Spadra Basin GSA in order to provide groundwater management for that basin, which currently is unmanaged. This GSA will involve California State Polytechnic University, Pomona, which overlies the basin but cannot directly participate in the GSA, as an interested stakeholder.   5. California State Polytechnic University, Pomona overlies part of the Spadra Basin. However, Cal. Poly Pomona is not within the jurisdictional boundaries of either the City of Pomona or Walnut Valley Water District, but Cal. Poly Pomona is not a local agency, PUC-regulated water corporation or mutual water company. As such, Cal. Poly Pomona can directly participate in the GSA. Also, there are some fringe areas which are part of the Spadra Basin, but not within the jurisdictional boundaries of either the City of Pomona or Walnut Valley Water District.
