AGSA Eligibility Determination

  1. EVMWD is a public agency of the State of California, created on December 23, 1950 and operating as a Municipal Water District under the Municipal Water District Act of 1911. It provides water, wastewater, and recycled water service to its customers within its service territory in Southwest Riverside County. EVMWD relies on the Elsinore Valley Subbasin to help meet the water related needs of its existing and future customers. Becoming a GSA supports EVMWD?s participation in the efforts to eliminate overdraft and ensure water supply sustainability for the Elsinore Valley and surrounds.

  2. No other agencies are managing or proposing to manage groundwater within the Elsinore Valley Subbasin (No. 8-004.01). A Joint Powers Authority (JPA) comprised of Elsinore Valley Municipal Water District, the City of Corona, and Temescal Valley Water District is planning to manage the Bedford-Coldwater Subbasin (No. 8-004.02), the other Subbasin within the Elsinore Basin (No. 8-004). The JPA has submitted a Notice of Intent to form a GSA to provide that management.
  3. No new bylaws, ordinances, or authorities adopted to date.
