  1. Holders of overlying groundwater rights, include: Agricultural users. CSJWCD is comprised of primarily agricultural irrigators. CSJWCD meets regularly with agricultural irrigators through Board Meetings, water delivery operations, and monitoring of groundwater extraction. The CSJWCD Board is comprised of agricultural irrigators. CSJWCD will consider the interests of agricultural users as holders of overlying groundwater rights during the development and implementation of the GSP. Domestic well owners. There are domestic well owners in CSJWCD. The CSJWCD will consider the interests of domestic well owners as holders of overlying groundwater rights, and conduct outreach efforts directly, through media, or by other methods, when and where appropriate. Municipal well operators. There are no municipal well operators within CSJWCD. However, numerous municipal well operators are near or are adjacent to CSJWCD. The District will collaborate and work in close coordination with the County of San Joaquin, the City of Stockton, and other municipal well operators in preparation and implementation of the GSP. Public Water Systems. The CSJWCD will collaborate and work with The Farmington Water Company, the only public water system within the District, to ensure that it's needs and operation of are considered and addressed. Local land use planning agencies. S.J. County exercises local land use planning over areas within CSJWCD. The District has an on-going relationship with S.J. County and meets regularly with County representatives to discuss issues related to the GSA and the development of a GSP. Environmental users of groundwater. CSJWCD has and will continue to work cooperatively with any State and Federal Government regulatory agencies and other environmental groups to address groundwater issues in developing the GSA. Surface water users, if there is a hydrologic connection between surface and groundwater bodies. The CSJWCD provides surface water within the GSA boundaries and has existing relationships with other surface water users adjacent to the District boundaries namely Stockton East Water District, City of Stockton, and S.J. County. CSJWCD will work with the surface water users within the District and those agencies supplying surface water immediately adjacent to the GSA and within the basin namely South San Joaquin WID, Oakdale Irrigation District, North San Joaquin WCD, and SEWD. Federal government, including, but not limited to, the military and managers of federal lands. The CSJWCD has a contractual relationship with the U.S. Bureau of Reclamation and will consider and collaborate as appropriate with them and U.S. Bureau of Land and Management, and the U.S. Fish and Wildlife Service, on issues within the CSJWCD. California Native American tribes. There are no native tribes currently residing within the CSJWCD boundaries. Disadvantaged communities, including, but not limited to, those served by private domestic wells or small community systems. CSJWCD has identified disadvantaged communities using the DWR Disadvantaged Communities Mapping Tool in the proposed GSA boundary area. The District plans to work with S.J. County and other appropriate agencies to incorporate input from these communities and develop collaboration with these groups. Entities listed in Water Code §10927 that are monitoring and reporting groundwater elevations in all or part of a groundwater subbasin managed by the GSA. CSJWCD works with S.J. County and the Eastern San Joaquin Groundwater Basin Authority (GBA), which is the CSGEM monitoring entity to collect and report groundwater data. CSJWCD annually prepares a groundwater basin report to collect and report groundwater data. CSJWCD will continue to prepare an annual report groundwater data.   2. The County of San Joaquin The District will continue to work with the County, the GBA, and other interested parties on the development of the GSP. The CSJWCD intends to work cooperatively with other interests to resolve any existing governance issues and to work collaboratively to develop and implement GSPs within the subbasin. The SGMA Workgoup has developed a draft JPIA to develop and implement a GSP. San Joaquin County, through the SGMA Workgroup, is discussing, negotiating, and preparing a comprehensive map which will set forth all GSA boundaries.
  3. There were no new by laws, ordinances, or new authorities enacted.
