AGSA Eligibility Determination

  1. Western Canal Water District (WCWD) was formed by a vote of landowners on December 18, 1984 and is a California Water District responsible for providing irrigation water to agricultural and environmental water users within its service area boundary. WCWD has a history of actively participating in local and statewide surface water and groundwater management and intends to engage in a collaborative, open, and inclusive process in implementing SGMA.

  4. Prior to the formation of the Butte subbasin in 2019, the WCWD service and GSA boundaries were divided between the East Butte and West Butte subbasins. The original decision to become a GSA and other supporting documentation describe the prior East Butte and West Butte subbasin boundaries, the WCWD service area and GSA boundaries are now wholly contained within the Butte subbasin boundary since the basin boundary modification and formation of the Butte subbasin.   5. The GSA Boundary includes the Thermalito Afterbay and canals used to convey water from the Thermalito Afterbay in addition to the WCWD Service Area.
