  3. Stakeholders within the Eel River Valley Groundwater Basin have been working collaboratively in a Working Group since October 2015. All stakeholders in the Working Group support the County's preparation and submittal of an Alternative. No other entities are considering serving as a GSA or sponsoring an Alternative. The supporting documentation is inclusive of the entire basin.
