The majority of the Livermore Valley Groundwater Basin lies within Zone 7's service area. A small northwestern portion of a fringe subarea extends out of Zone 7's service area and into Contra Costa County. This portion has historically been included in Zone 7's monitoring programs and Groundwater Management Plan. In 2016, Zone 7 negotiated MOUs with San Ramon, Contra Costa County, Dublin San Ramon Services District, and East Bay Municipal Utilities District delegating continued groundwater management resposibility of this portion of the basin to Zone 7. The Basin Boundary included in Zone 7's Groundwater Management Plan was based on a previous version of DWR Bulliten 118, which was slightly different from the 2003 and 2016 versions. The Alternative GSP has been written to include the entire 2016 basin boundary delineation.
