The proposed modification would adjust a small portion of the boundaries along the eastern edge of the San Joaquin Valley Kern County groundwater basin by establishing a new subbasin. This proposed modification is founded on scientific evidence determined by a recent comprehensive study that demonstrates geological and hydrological barriers impeding groundwater flow and establishing a separate and unique subbasin. The proposed modification would facilitate sustainable groundwater management of the basin because the to-be-formed subbasin has limited connectivity with the remainder of the Kern County Subbasin. Olcese Water District intends on forming a Groundwater Sustainability Agency (GSA) and to coordinate with other public agencies and stakeholders to ensure the proposed subbasin will be properly managed by a GSA. Said modification will promote groundwater sustainability by facilitating the ability to address the unique characteristics and sustainability needs of the proposed subbasin, which are different from those of the Kern County Subbasin as a whole. As a result of the limited connectivity of the proposed subbasin, changes in the conditions of the Kern County Subbasin will not occur, nor will the ability to manage sustainable groundwater in the Kern County Subbasin be negatively impacted.

The attached Notice of Exemption was filed by Olcese Water District for the proposed groundwater basin boundary modification after a finding that CEQA does not apply and if it did, the proposed project would be exempt.
E. General Information
From the SE 1/4 corner of the SW 1/4 of the NW 1/4 of Section 16 of T29S/R30E (Lat. 35.4062/Long. 118.7677) the proposed southern boundary is a horizontal line going west to W 1/4 corner of Section 13 of T29S/R29E (Lat. 35.4062/Long. 118.8258), then curves northwest to the W 1/4 corner of the NE 1/4 of Section 14 of T29S/R29E (Lat. 35.4088/Long. 118.8345), then curves to the northwest to Highway 178 in the SW 1/4 of SW 1/4 of Section 11 of T29S/R29E (Lat. 35.4140/Long. 118.8395), then curves to the northwest to the W 1/4 corner of the SW 1/4 of Section 11 of T29S/R29E (Lat. 35.4140/Long. 118.8395), then curves to the northwest to the center of Section 10 of T29S/R29E (Lat. 35.4196/Long. 118.8527), then extends west in a horizontal line to a point 500 feet northeast of center of Section 8 of T29S/R29E (Lat. 35.4196 /Long. 118.8867), then the proposed western boundary is a straight line extending in a NNW direction to the intersection of the proposed western sub-basin boundary with the DWR exterior groundwater basin boundary at the N 1/4 corner of Section 36 of T28S/R28E (Lat. 35.4561 /Long. 118.9128). The boundary then extends to the east along the DWR Bulletin 118 exterior groundwater basin boundary back to Point No. 1.
F. Notice and Consultation
Olcese Water District, County of Kern, City of Bakersfield, Kern Delta Water District, Choctaw Valley Mutual Water Company
Local agencies and public water systems where identified using GIS shapefiles by identifying the boundaries of entities affected by this proposed modification. Additionally, the requesting agency and consulting representative have worked on water and groundwater issues within the area for decades. Thus, they are familiar with the local agencies and local public water systems. Furthermore, representatives from the requesting agency talked with well driller Bakersfield Well and Pump and drove the affected area in an effort to identify any parties that pump groundwater from the proposed subbasin area. The requesting agency also published and posted notice of a public hearing which was held on March 25, 2016. The requesting agency then reached out to all identified affected local agencies and public water systems to explain the modification request, receive input, and coordinate.
