  4. The HRCSD service area and sphere of influence overlie only a very small area of the Paso Sub-Basin as depicted in map. There is no groundwater in the entire HRCSD service area. HRCSD only uses surface water under contract with San Luis Obispo County. There are no groundwater wells anywhere in the HRCSD service area.
