G. General Existing Groundwater Management

All requests for jurisdictional modification pursuant to Section 342.4 MUST include responses to the following questions.
Aliso WD relies solely on groundwater as its supply. This groundwater is principally recharged by the San Joaquin River. The District is experiencing an overdraft of 2,200 af/yr on an average annual basis. The District is currently split between the Delta-Mendota and the Madera Sub-basins. Managing the District in two different basins, and complying with two different GSPs is unnecessary. Aliso WD more closely aligns with the activities of the Delta-Mendota Sub-basin. Many of the actions mentioned the Groundwater Management Plan to rectify groundwater overdraft, are similar to those methods that would be used by others in their vicinity, given their similar water supply and geology.
The adjacent basins welcome the change to the groundwater basin boundary modifications. They recognize the difficulty Aliso WD would face managing for two different GSPs, as evident by their letters of supports. Since Aliso WD is reliant on groundwater, the Madera Sub-basin will likely see an increased ability to manage its water supplies to reach sustainability. The Delta-Mendota Sub-basin contains agencies that Aliso typically collaborates with. These relationships will allow for Aliso WD as well as the Delta-Mendota Sub-basin to sustainable manage groundwater.
There are many AB3030 groundwater management plans that overlay the area. Aliso WD's GWMP identifies representative hydrographs of the region. While the trend is downward, the GWMP has identified many corrective actions that could be used to rectify the problem if it is determined to be significant and unreasonable during the development and implementation of the GSP. The GWMPs of the SLDMWA and the SJRECWA recognize that overdraft does exist and that it is localized. These plans have also identified methods to correct problem.
The only State program that could be impacted is CASGEM. The monitoring entity for Aliso WD is currently in the Madera Sub-basin. SLDMWA is the monitoring entity of the Delta-Mendota area and can accommodate the Aliso WD if deemed necessary by the State.

It is requested that the Hydrogeologic Conceptual Model requirement be waived for this internal boundary modification. This modification does not include new hydrogeologic features that would impact sustainable groundwater management in either the Delta-Mendota or the Madera Sub-basins.

The Delta Mendota subbasin is in the process of organizing GSAs, and determining how the GSPs will be prepared. Aliso WD will collaborate with the other entities in the basin through coordination agreements to sustainably manage groundwater.
