1. Valley District worked with other water agencies in our region to review and modify boundaries using the following general procedure: a) start with the established adjudicated basin boundaries or the Bulletin 118 boundaries in areas that are not adjudicated, b) adjust basin boundaries, where necessary, to close gaps between basins and/or ensure inclusion of all current agency wells and future agency wells. Sustainable groundwater management in each of the basins currently exists through the Western-San Bernardino Watermaster, the Santa Ana River Watermaster and the Basin Technical Advisory Committee (see 2016 Regional Water Management Plan)

G. General Existing Groundwater Management
All requests for jurisdictional modification pursuant to Section 342.4 MUST include responses to the following questions.
Sustainable groundwater management in each of the basins currently exists through the Western-San Bernardino Watermaster, the Santa Ana River Watermaster and the Basin Technical Advisory Committee (see 2016 Regional Water Management Plan)
No forseeable impact
Water level data is used to calculate the change in groundwater storage for the Rialto-Colton Basin, the San Bernardino Basin, Riverside and Yucaipa Basin. Water levels cycle up and down demonstrating the basins are healthy. If they were not healthy, we would expect to see the storage levels trending downward.
No impacts to state programs are anticipated. The boundaries for the basins included in Western-San Bernardino Judgment are already being used to manage these basins sustainably. This change will make the State?s boundaries match the existing local boundaries which should be less confusing to water agencies and other stakeholders.

I. Hydrogeologic Conceptual Model
Requests for boundary modification, must include a document or text to a clearly defined hydrogeologic conceptual model demonstrating each of the following:
The proposed boundaries are from an existing court judgment and have been validated by the attached United States Geological Survey (USGS) studies and by a study in the Yucaipa Basin. See reports attached in Block L.
L. Technical Studies for All Jurisdictional Modifications
Requests for a jurisdictional boundary must attach or provide a URL or upload a file for the following:
Groundwater management is currently coordinated through the Basin Technical Advisory Committee (BTAC) that was created by the IRWMP. The BTAC generates a monthly ?statement? to track its annual water management plan (see attached). BTAC recommendations are presented to the Advisory Commission that is made up of other water agencies and stakeholders before being considered by the policy Boards of Directors.
