B. Description of Proposed Boundary Modification

The District's request is a jurisdictional internal modification. Westlands Water District (District) is requesting to modify the San Joaquin Valley Groundwater Basin's Westside Subbasin Boundary, 5-22.09, to follow the District's legal jurisdictional boundary last revised in 2006. The 2006 revision included the Broadview Water District (BWD) following annexation into Westlands. The only exceptions to following the District's jurisdictional boundary are the Naval Air Station Lemoore's (NASL) property and the north-west perimeter of the subbasin boundary, which will follow the Coastal Range. The District is requesting that all of NASL property be included in the Westside Subbasin. The District is not proposing to modify the existing north-west perimeter of the subbasin boundary that is shared with the Coastal Range as described in the Bulletin 118- 2006 update of the Westside Subbasin description. The aforementioned Westside Basin Boundary Modification will affect Delta-Mendota (5-22.07), Kings (5-22.08), Tulare Lake (5-22.12) and Pleasant Valley (5-22.10) Subbasins. Through the District's modification request we anticipate achieving sustainability through the implementation of a Groundwater Sustainability Plan (GSP). The District is developing a groundwater model to determine the subbasin's sustainable yield and to promote sustainable management of the Westside Subbasin. This basin boundary request is specifically limited to our jurisdictional boundary, to strengthen the District's local control and management of the Westside Subbasin. The District already has procedures in place to monitor groundwater extractions and approving our request to incorporate BWD and NASL into the Westside Subbasin simplifies its efforts to comply with the requirements of the Sustainable Groundwater Management Act (SGMA).

Westlands Water District request to modify the Westside Subbasin boundary is not a project because the decision to adjust the boundary is within DWR's authority. Additionally, per CEQA §15060 (c) the District's request does not exercise discretionary power by a public agency, result in foreseeable indirect physical change in the environment and is not a project as defined in CEQA §15378.
F. Notice and Consultation

Naval Air Station Lemoore, San Luis Water District, Empire West Irrigation District, Tulare Lake Basin Water Storage District, Kings River Conservation District, City of Mendota, City of Huron, San Luis Delta-Mendota Water Authority, Fresno County, Kings County, Tranquillity Irrigation District, James Irrigation District, Pleasant Valley Water District and San Joaquin River Exchange Contractors .

Extensive research and analysis was performed in order to identify all local agencies and public water systems. Geographic information systems (GIS) source files were acquired from numerous organizations including California Department of Conservation, California Department of Water Resources, Fresno County, Kings County, Kings River Conservation District, United States Bureau of Reclamation, United States Census Bureau, and United States Geological Survey. GIS files from the aforementioned agencies established counties, cities, communities, groundwater basins/subbasins, water districts, hydrologic regions, and geological surveys. The GIS files were utilized to determine the existing Bulletin 118 Westside Subbasin boundary compared to Westlands Water District's jurisdictional boundary. The areas that deviated from the proposed Westside Subbasin Boundary identified the affected agencies from our modification request.



G. General Existing Groundwater Management
All requests for jurisdictional modification pursuant to Section 342.4 MUST include responses to the following questions.




Westlands Water District does not anticipate any impacts to the above mentioned programs. Westlands expects that these programs will be strengthened with the proposed boundary change because areas that are not currently included in our CASGEM program or groundwater management plans will now be included.

Westlands Water District will continue its coordination with other subbasins and affected agencies in the development and implementation of the Sustainable Groundwater Management Act activities and responsibilities. Westlands is a member of the Fresno County SGMA Working Group that provides a forum for agencies to discuss issues, share information, and serves as an advisory group to the Board of Supervisors. The Working Group is organized around a common goal to preserve a valuable resources and to secure grant funding.
