B. Description of Proposed Boundary Modification

The first modification is jurisdictional and adjusts the southern boundary of the Madera Subbasin GSA to a more up-to-date representation of the Madera County boundary. The second modification is scientific and removes the exclusion of Madera Lake.

Madera County would like to request that DWR modify the definition of the Madera and the Kings subbasins such that the southern boundary of the Madera subbasin follows a corrected representation of the Madera County boundary, and the Kings subbasin's northern boundary becomes the same line. When viewing the GSAs current delineation along the southern boundary, several inconsistencies are created that need to be resolved. The current mapping of the basin's southern boundary follows the San Joaquin River, as defined by Bulletin 118 and represented in various DWR on-line viewing tools, and uses the Madera/Fresno county line as depicted in the file DWR accessed from the California Department of Forestry and Fire Protection. The result are several areas where the North Kings subbasin and the Madera subbasin either (1) overlap, (2) leave parcels outside of either subbasin, or (3) unintentionally extend into the other county's jurisdiction. These inconsistencies can result in: One or more assessed parcels (as recognized in the county assessor's books for Madera and Fresno counties) may be within the Madera GSA, or within the North Kings GSA contrary to the county designation recognized by each county's assessor for these same parcels. Groundwater modeling inappropriately distributing the benefits of the San Joaquin River's recharge and any use of recharge facilities along the River's floodplain (if such are designated) among the two subbasins. A few assessed parcels not included in either the Madera County GSA or the North Kings GSA, potentially leaving them unrepresented in GSP development and implementation. Additionally, on behalf of the entire subbasin, Madera County is requesting that DWR remove the exclusion of Madera Lake.

CEQA compliance is not required for these modifications as they are (1) refining DWR's representation of the Madera/Fresno County line, and (2) correcting DWR's exclusion of Madera Lake to include it within the subbasin.
E. General Information

New information: Section 3.1.2 and Figure 3-5 in the attached memo describe lateral boundaries and bottom of the basin
(a) For the Madera/Fresno County line, the lateral boundary along the southern boundary of the Madera Subbasin will use the representation provided in the GIS shapefile submitted under D(4) and D(5). There is no change to other subbasin attributes.
(b) For Madera Lake, the current exclusion follows the designation in DWR's Bulletin 118 which uses a segment description stating: starts at point (17) and generally follows the shoreline of Lake Madera then returns to point (17) that removes the Lake from the middle of the Subbasin. This segment would be removed, returning the Lake to the Subbasin, consistent with its current use by Madera Irrigation District for water management and percolation.

McMullin Subbasin: County of Fresno, the Raisin City Water District, and Mid-Valley Water District

Interested local agencies and public water systems are part of the Coordination Committee, which meets monthly during this time period (March/April 2018) regarding GSP development. Additional agencies were found using the SGMA portal GSA mapping and in discussions with relevant consultants (e.g., Lynn Groundwater for the North Kings GSA).

Attached are emails between Stephanie Anagnoson and Lynn Groundwater (North Kings GSA) regarding the Basin Boundary Modification, emails between Stephanie Anagnoson and Glenn Allen (Fresno County), emails between Stephanie Anagnoson and Madera Subbasin technical experts (reviewing basin boundary modification notes and files).

The Basin Boundary Modification was discussed at Madera Subbasin Coordination Meetings on 3/22/18 and 4/23/18 as well as at the Madera County Board of Supervisors meeting on 5/8/18.

No comments were received.
G. General Existing Groundwater Management
All requests for jurisdictional modification pursuant to Section 342.4 MUST include responses to the following questions.

Sustainable groundwater management could likely be achieved within the basin through a combination of supply augmentation, including harnessing flood flows for groundwater recharge as well as other projects, and potentially demand management.

The jurisdictional boundary modification will allow groundwater basins to sustainably manage groundwater by eliminating inconsistencies in boundaries, appropriately distributing the benefits of the San Joaquin River?s recharge in modeling; and representing all parcels in GSP development and implementation.
Including Madera Lake within the Madera Subbasin, a scientific boundary modification, provides an opportunity for seepage/recharge at the lake itself.

Please see Section 3.1.2 regarding management of groundwater levels in the Madera subbasin over time and Appendix C.

These modifications are extremely minor and would not impact state programs.
H. Local Support
All requests for boundary modification must include the following:

Using the Notification list (attached), letters were sent with a staff report as well as resolution. The staff report explained the subbasin boundary modification rationale.

North Kings submitted a letter of support (minus one parcel, which needs to be corrected by Cal Fire).
Madera Irrigation District submitted a letter of support.
Triangle T Water District submitted a letter of support for this modification and one in the Chowchilla Subbasin.

There is one parcel (049-102-004-000) that Cal Fire maps show in Fresno Canyon (North Kings GSA) and that North Kings GSA and the Madera County agree is in Madera County. Documentation regarding this parcel is attached. This isn't opposition to the proposed boundary modification though.

K. Technical Studies for Internal Scientific Modifications
Requests for an internal scientific modification involving a hydrogeologic barrier must include a document or text that demonstrates the presence or absence of subsurface restrictions on lateral groundwater flow. Provide the following:

Our internal scientific modification does not involve a hydrogeologic barrier.
In the attached TM, please see groundwater contour maps in Appendix C that show groundwater flow across Madera Subbasin boundaries (e.g., the Spring 2016 Contours of Equal Groundwater Elevation). Geologic Cross-Sections also may help show this to the extent we were to look at cross-sections extending across subbasin boundaries (e.g., Davis, 1959 in Figure 3-6 and Appendix B).
